do we need to build so many new homes in devon and cornwall? many people who understand the issues around the lack of affordable homes don't want them built. One of the reasons for this is because at present the system still subsidizes second home ownership and allows the meagre taxes on second homes to be easily avoided. The housing benefit system also subsidizes second home ownership through guaranteeing a minimum rate of rental and setting the bar for rental prices. Local people are moved in and out of rented second homes over the year if the owners decide they want the property for the summer months creating an underclass of the disenfranchised. Before thousands of new homes are built there is a need to set a policy context which benefits local communities and ensures a more equitable housing environment.
