HMP Glasgow masterplan to unlock Provan Gas Works potential

An industrial gas holding plant on the fringe of Glasgow city centre is to welcome a new prison facility as a neighbour in a new masterplan filed by the Scottish Prison Service.
54 acres of surplus land at Provan Gas Works have been identified for a new HMP Glasgow, serving as a direct replacement for HMP Barlinnie from 2026.
A design team led by Holmes Miller, with Pick Everard responsible for the houseblocks, is drawing up outline plans ahead of the phased submission of individual elements next year.
Norman Williamson, project director at Holmes Miller, commented: “From the beginning, we knew that rehabilitation and a local community connection would be essential considerations when developing our designs. The masterplan contains a series of modern features including smart building technologies which support the community-based designs.”
Key changes have been made since the project was first broached in 2020 including a reduction in the size of cellblocks from 30 to 20 as part of a shift away from a large 'super wing' to smaller 'household' accommodation.
