Western Isles pioneer hybrid PPP procurement

3DReid have been appointed to the first hybrid PPP procurement project in Scotland by Comhairle nan Eilean Siar (Western Isles Council) and private sector partner, Faithful and Gould.This hybrid model is financed by a government grant rather than a private investor producing, in effect, a standard Design & Build project. The project will be delivered and managed by an Special Purpose Vehicle, called Sgoiltean Ura, an arms length council run company.
Unusually, 3DReid are employing the whole consultant team to provide the client with a one-stop service.
The contract awarded comprises a mixture of new build, refurbishment and extension work across five schools in the region, namely:
- The Nicolson institute: Stornoway, Lewis
- Sir E Scott School: Tarbert, Harris
- West Side Primary school: Barvas, Lewis
- Balivanich Primary School: Balivanich, Benbecula
- Bayble Primary School: Point, Lewis

It is anticipated that a tender will be issued in August 2009 allowing construction to commence by May 2010 for completion in May 2012.
